When the same outcome trades at different prices on two venues, you can buy YES on the cheaper venue and NO on the richer one. A matched pair pays 100¢ whichever way the market resolves, so if the combined cost of both legs is under 100¢ after fees, the difference is locked in.
Different pools of traders, different liquidity, different fee structures — and sometimes subtly different resolution rules. That last one is the trap: if the two venues define the outcome differently, a "guaranteed" arb can lose both legs. Always read both rulebooks.
