A published value is never silently changed. Corrections go through the restatement policy, are logged forever, and break the checksum chain from the corrected date forward — which is how a reader detects one without being told.
A rule is never changed to produce a number. Methodology changes are proposed, published with backtested impact, and take effect prospectively after a 14-day consultation window.
The independent committee seat is currently vacant, so the administrator is the sole decision-maker on methodology changes. This is a real governance gap and is stated here rather than omitted.
